What does Circle do?
Circle Infra Partners BV in Geleen is an innovative and sustainable company founded after the split-off of Sitech Services BV. With a team of dedicated colleagues, this organization plays a crucial role in managing shared infrastructure and wastewater treatment on the Chemelot Site.
Our services are divided into three units, namely Infra Services (maintenance of roads, lighting, traffic signs, fences, column tracks, sewage pipes, railroads, copper and fiber optic networks), Wastewater Services (wastewater treatment) and Facility & Real Estate Services (facility management and maintenance of owned and operated buildings).
Circle Infra Partners contributes to the sustainability goals of Chemelot 2050. For example, a key objective is to reuse wastewater and find innovative solutions for tailings in order to have a positive impact on society and the environment. To achieve these goals, there is close cooperation with various stakeholders, both inside and outside the Chemelot Site, resulting in several extensive investment projects.

SHE Leader
The SHE Leader’s goal is to help further develop Circle’s SHE culture and awareness to an ambitious level on the SHE ladder. It is a key role within our organization and this officer will work with the full management team on this journey. The SHE Leader reports to the board and may provide solicited and unsolicited advice and encourage management. Within Circle, the SHE Leader will have a broad scope and a variety of environments to work in (from the wastewater treatment plant, outside-battery-limit (OBL) area at the Chemelot site to office environments).
What is the range of duties?
The SHE Leader has both substantive and process responsibility for their own department and for influencing other departments within Circle, supporting business units and external stakeholders to comply with the corporate strategy, objectives and various laws and regulations. And to help Circle itself, and by extension other stakeholders at Chemelot, continue to grow in SHE awareness.
The SHE Leader supports the entire company and collaborates in areas of:
- Establish and implement SHE policies and guidelines.
- Create uniformity in SHE standard and safety responsibility, across all departments of Circle (site OBL, IAZI plant, real estate, office);
- Functional management of all HSE supervisors within Circle (including the CoD OBL site office).
- Ensure appropriate capabilities within the SHE department to provide expertise and support.
- Continuously help improve SHE awareness.
- Establish and achieve SHE objectives and annual plans.
- Analysis of business context and stakeholder expectations.
- Conform to laws and regulations.
- Risk-based management interventions and efforts.
- Structure and secure required work processes and personnel competencies.
- Ensure effective consultations and consultation structures for handling SHE performance and SHE issues.
From your special interest in everything to do with safety, health and environment, you keep your team and yourself, professionally speaking, in optimal condition and sharpness to do what needs to be done according to the law and what is necessary for the company to function optimally with minimum risks.
In doing so, you are able to proactively and with natural conviction bring focus to the SHE paragraph and application among Circle management and departments.
You develop SHE policies and translate them into SH objectives and SHE multi-year plans, in line with Circle’s vision and within relevant frameworks (legal, Circle, key partners of Circle and Chemelot/CSP). You challenge the management on their SHE annual plans and ensure consistent line in the mutual plans.
You monitor the realization and updating of SHE annual plans through context and stakeholder analysis and SHE compliance & risk assessments.
What do we ask of you?
You are someone who is passionate about SHE from an (operational) line experience. You are an approachable colleague with a natural authority and leadership style. You are able to challenge and lead management in its SHE obligations.
We do not expect you to be an all-knowing super specialist. What you are a specialist in is steering in the prioritization of the overall SHE agenda and helping the departments in realizing the components of the SHE agenda.
